Asphalt That Holds Up on Wet, Low Ground
Asphalt paving in Biloxi is mostly a fight with water. The city sits at about 20 feet of elevation between the Mississippi Sound and Back Bay, it averages 66.8 inches of rain a year over roughly 110 wet days, and the City of Biloxi notes that nearly half of Biloxi is in a FEMA flood zone. Asphalt itself handles that weather fine. What fails is the ground under it. A driveway or lot laid on a thin, wet base sags, ruts and breaks into potholes, often within a few seasons. One built on a well-drained, compacted stone base, with water sent somewhere on purpose, can last for decades.
Why coastal pavement fails from the bottom up
When the base under asphalt stays saturated, it loses its ability to carry weight. Every car that crosses it pushes the stone down a little and flexes the asphalt above. Fine cracks show up first, then the web pattern people call alligator cracking, then a pothole. Low spots that hold water after a summer storm speed all of this up, because standing water works its way into every crack.
We treat the base as the main event. On a new driveway or lot, we strip out soft or organic material, add and compact crushed stone, and shape the grade before any hot mix arrives. HomeGuide describes a typical residential section as 2 to 3 inches of compacted asphalt over 6 to 8 inches of compacted gravel base, and 3 to 4 inches over 8 to 10 inches where heavier vehicles park. Our quote says which section we are building and where.
Getting the water off and away
A flat lot is harder to drain than a sloped one. On much of the coast the ground is nearly level, so a driveway has to be shaped deliberately: a crown or cross slope to shed rain, a finished height that keeps water from running toward the garage, and an edge that sits on compacted soil instead of hanging over a soft shoulder. Where a driveway crosses a roadside ditch, the pipe under it has to be the right size and set at the right grade, or it backs water up the ditch. The city's own floodplain guidance warns that a plugged channel can cause backwater flooding upstream.
Heat, rain and the paving calendar
Winters are mild here, and snow averages a tenth of an inch a year, so paving can run nearly all year. The real limits are rain and heat. Hot mix should not go down on wet stone, and summer afternoon storms can close a work window fast, so we schedule around the forecast. July and August average highs near 90 degrees, and the record is 104. Fresh asphalt stays soft in that heat. HomeGuide suggests keeping cars off a new driveway for 24 to 48 hours in normal weather and 3 to 5 days in hot weather, and heavy vehicles off for at least a week.
Permits, flood zones and the street
Who needs to sign off depends on what the job touches. The City of Biloxi requires an Engineering excavation permit to dig or cut into a public street, and its Flood Damage Prevention Ordinance controls filling and grading that could add to flooding. The city's residential permit checklist asks for a site plan that shows the driveway, and tells owners to check the maps for flood zones, historic districts and easements. A driveway that connects to a state route such as US 90, MS 15 or MS 67 needs an MDOT permit on form MND-001, and any pipe under that driveway has to meet MDOT's culvert criteria. We work out which rules apply to your address before we schedule anything.
After a storm
Tropical storms and hurricanes are part of life here. The worst storm surges on record at Biloxi came in 1855, 1906, 1909, 1947, 1969 and 2005, when Katrina pushed a 30-foot surge ashore. Even an ordinary tropical storm can leave pavement sitting under water for a day or more. Once it drains, look for new soft spots, edges that have washed out, sunken areas over utility trenches, and sand or debris packed into cracks. A quick repair before the next heavy rain stops a small washout from turning into a rebuilt section.
What a new driveway includes
- Measuring, checking grade and noting the road and ditch connection
- Removing old asphalt, concrete, shell or worn gravel
- Digging out soft ground and replacing it with compacted stone
- Building and compacting the base to the depth in your quote
- Placing and rolling hot-mix asphalt to the stated compacted thickness
- Finishing edges, the garage joint and the street apron
- A first-season care sheet and a sealcoating timeline
Common Questions
How much does asphalt paving cost in Biloxi?
HomeGuide puts new asphalt driveways at about $5 to $12 or more per square foot nationally, which works out to roughly $2,000 to $4,800 for a 400-square-foot driveway and $3,000 to $7,200 for 600 square feet. HomeAdvisor lists asphalt parking lots at $2 to $4.50 per square foot. Removal, base repair, drainage pipe and access all change the total, so your written estimate is the price.
Why do driveways near the water break up so fast?
Usually the base under them stays wet. On low ground with heavy rain, a thin or poorly compacted base softens, the asphalt flexes, and cracks turn into potholes. A thicker compacted stone base and a surface shaped to shed water prevent most early failures.
Asphalt or concrete for a coastal driveway?
Asphalt usually costs less to install and is simple to patch or overlay if a section settles. HomeAdvisor lists asphalt lots at $2 to $4.50 per square foot and concrete at $4 to $7. Concrete lasts longer but costs more and is harder to repair cleanly. Many owners choose asphalt for long driveways and lots and plan on sealcoating every few years.
Do I need a permit to pave a driveway in Biloxi?
It depends on the work. Cutting into a public street needs a City of Biloxi Engineering excavation permit, filling or regrading property falls under the city’s flood damage prevention rules, and a driveway on a state route needs an MDOT permit. We confirm what applies at your address before the job is scheduled.
Can you pave over my old driveway?
If the old asphalt is still firmly supported and the cracks are only on the surface, an overlay can work and usually costs less than replacement; HomeGuide estimates 20 to 30 percent savings. If the driveway has sunken areas, ruts or broken edges, the base has failed and needs to be fixed first.
When can I sealcoat a new asphalt driveway?
Not right away. HomeGuide’s sealing guide says to wait 3 to 6 months, and its driveway guide suggests waiting a year. After that, a sealcoat every few years protects the surface from sun, rain and oil. We give you a timeline when the paving is done.
What should I check on my pavement after a hurricane or tropical storm?
Once the water drains, look for soft or sunken areas, washed-out edges, new potholes, and sand or debris packed into cracks. Damage caught early can often be patched. Areas that stayed under water for a long time may need the base checked before they are repaved.
How long does an asphalt driveway last on the coast?
HomeGuide gives asphalt driveways a lifespan of 15 to 30 years with proper installation and maintenance. Where a driveway lands in that range depends mostly on the base, the drainage and how often cracks are sealed and the surface is sealcoated.
